Aging Nuclear Reactors

This “must watch” video shows that unless urgent action is taken the U.S. could be heading for a nuclear catastrophe comparable to Japan’s Fukushima Daiichi.

The investigation by Joe Rubin and Serene Fang of the Center for Investigative Reporting presents the serious inadequacies in Nuclear Regulator Commission (NRC) safety oversite of America’s aging nuclear power plants and the struggle for states’ to have a voice in their own destiny. The NRC routinely extends licenses for these plants while ignoring serious safety issues.

The NRC has come under fire for glossing over the potential dangers of aging reactors and for becoming too cosy with the industry, which critics in the U.S. Senate and elsewhere say seriously hampers its ability to ensure safety.

The investigation starts with the aftermath of the on-going March 2011 Fukushima Daiichi nuclear disaster, then focuses on three nuclear power plants that represent the dangers posed by nuclear power plants in the U.S.

    • Diablo Canyon, located 12 miles WSW of San Luis Obispo,  California. Owned by Pacific Gas & Electric
    • Indian Point, located 24 miles North of New York City. Owned by Entergy Nuclear Operations.
    • Vermont Yankee, located 5 miles South of Brattleboro, Vermont. Owned by Entergy Nuclear Operations.

[Note: The San Onofre nuclear power plant, located near San Clemente, CA, is not included in this investigation. However, it should be noted that San Onofre has the worst record of NRC safety allegations of all U.S. nuclear power plants, is located next to an earthquake fault capable of an 8.0 earthquake (10 times more powerful than the 7.0 plant design), is in a tsunami zone and has over 8 million people living within a 50 mile radius — with no viable evacuation plan.]

Join us to honor the many lives lost and those still suffering from the massive earthquake and tsunami. The on-going accident and radiation release at the Fukushima Daiichi nuclear power plant has been a life altering experience for millions of people in Japan.

Our special guests from Japan will share their personal stories about living through the disaster.

A one-hour documentary, “Fukushima, Never Again” will be shown.

Pro-surfer and environmentalist, Kyle Thiermann, will inspire us with his unique perspective on nuclear power and abundant energy alternatives.

The evening will conclude with a candlelight procession down the streets of Del Mar in San Clemente. Flashlights will be provided for kids.

San Onofre Unit 3 reactor had cracks before delivery

Cracks and damage were found in the Japan-made steam generator for San Onofre Unit 3 reactor in 2009 before it was delivered to the plant, U.S. Nuclear Regulatory Commission (NRC) documents showed Tuesday. The steam generator, produced by Mitsubishi Heavy Industries Ltd., was installed at the unit 3 reactor less than a year before it leaked radiation January 31st of this year.

It remains unclear whether the cracks and the radiation leak were related.

At the nuclear plant, operated by Southern California Edison, abnormal attrition was also found earlier this month in the tubes of another Mitsubishi-made steam generator installed at the unit 2 reactor.

Mitsubishi Heavy and Southern California Edison both declined to comment, saying they are under investigation.

According to the NRC documents, cracks and damage were found in the steam generator of the unit 3 reactor during checks by Mitsubishi Heavy in March 2009.

A follow-up probe found heat treatment prior to welding caused the problem and the NRC informed the utility and others concerned.

San Onofre Unit 2 steam generator: workers begin plugging tubes

Workers at San Onofre nuclear plant have begun plugging tubes in Unit 2 steam generators, Southern California Edison (SCE) said Wednesday, February 15, 2012.

Both [Unit 2 and Unit 3] reactors are currently shut to address problems with the steam generators and no return date has been set for either reactor, said a spokesman for SCE.

The Unit 2 steam generators were replaced in 2010 and the generators in Unit 3 were replaced last year.

Prediction of rolling blackouts has not occurred

We have been receiving many questions concerning why the recent closure of the San Onofre Nuclear Generating Station (SONGS) has not resulted in the rolling blackouts predicted in the Legislative Analyst’s (LAO) fiscal analysis for the California Nuclear Initiative. We respond below.

The recent closure of SONGS shows that the LAO’s fiscal analysis for our initiative is incorrect to the extent that it predicts rolling blackouts costing the state tens of billions annually. These predicted blackouts have not occurred with the recent SONGS closure. Why? Because the LA Basin has ample energy without SONGS.

The Public Utility Commission (PUC) and Cal ISO, report “The LA Basin Local Area has 12,309 MW of capacity. It requires 10,600 MW to maintain reliability. SONGS, at 2,340 MW, is critically located in the southern part of this Local Area.” (Senate Energy, Utilities, and Communications Committee Informational Hearing: After Japan: Nuclear Power Plant Safety in California, April 14, 2011). Thus, without SONGS, there is still 9,969 MW of power available in the LA Basin, leaving only 631 MW to be replaced to “maintain reliability.” (12,309 MW current capacity – 2,340 MW generated by SONGS = 9,969 MW.) As the recent closure has shown, and as one might expect, the 631 MW has proved to be readily replaced, and the suggestion that SONGS is somehow critically positioned has been disproved, as well.

In response, the industry has changed its argument to say that blackouts would only be expected during a few peak days in the summer months. However, the LAO made no distinction for season (neither does the PUC report quoted above), and appears to have premised its conclusion of a tens of billions cost for rolling blackouts on year-round occurrences. The LAO also recognized in its analysis that the legislature would take emergency actions to bring new power sources on line, if necessary, to avoid blackouts.

It is also important to note that the LAO, in response to our Records Act request, could not produce one document from any state or industry source stating such rolling blackouts would result from closing our state’s nuclear power plants. In their letters to the LAO concerning the fiscal effect of this initiative, the California Energy Commission and CAISO specifically omitted any mention of rolling blackouts or the associated costs. Purportedly, the LAO based its conclusion that blackouts would occur on verbal sources from CAISO – sources whom refused to be named or make such statements on the record.

Clearly, the nuclear industry is changing their statistics as circumstances prove them incorrect. Had the industry initially reported to the LAO that grid instability would cause blackouts only during the peak hours of a few summer days, if at all, the fiscal analysis would have been significantly different.

03/20/2012 6 PM San Clemente City Council Meeting – Radiation Monitoring

Please attend the March 20th (6 pm) San Clemente City Council meeting to show your support for independent radiation monitoring in San Clemente.

Location: San Clemente City Hall, 100 Avenida Presidio, San Clemente, CA.

The public has no access to timely radiation data from any source.  Southern California citizens have a right to know radiation levels near the San Onofre nuclear power plant.  This won’t happen without your support.

Donna Gilmore of San Clemente tells the City Council that nuclear power at San Onofre is not needed. "I pay attention to what happens at Fukushima and I see those people suffering, and they wish they had the option we have right now.

At the February 21, 2012 City Council meeting, council member Lori Donchak made the motion to put the issue of radiation monitoring on the agenda and it was supported by a unanimous vote of the City Council.  However, no promises were made by the City Council to take any action to add radiation monitoring or to even recognize that there is a need to do this. See San Clemente to look at radiation  monitoring – OC Register 2/22/2012.
